In collaboration with the Ministry of Labour, Immigration, Training and Skills Development, Skilled Trades Ontario (STO) launched a digital portal in 2022, providing secure access to various services such as applying for apprenticeships, viewing examination results, and renewing Certificates of Qualification in compulsory trades.

As part of STO’s continuous modernization efforts, several high-impact services are now available online, enhancing the ease and reliability with which apprentices, tradespeople, and employers throughout Ontario can access vital services, including the following:

Submission of an Apprenticeship Completion Form online, allowing apprentices to expedite their path to certification

Requests for revocations and suspensions of Registered Training Agreements, thus streamlining updates when training arrangements change

Online booking for certifying examinations, granting clients greater flexibility and control over scheduling while empowering them to manage their certification processes more efficiently.

“STO, in partnership with MLITSD, has worked diligently to improve the ease and reliability with which apprentices, tradespeople and employers can access vital services,” stated Candice White, CEO of STO. “We are delivering on our commitment to modernize how services are provided. This change supports more predictable, accessible and efficient service delivery. By digitizing high-demand services, we are removing barriers, simplifying processes and improving the overall client experience. These improvements are part of our broader commitment to supporting a strong, modern skilled trades system and helping make Ontario the place where skilled trades professionals thrive.”

A new portal home screen now organizes key information into several tabs. The Applications tab lets you submit applications for apprenticeship training and change of sponsor. The History tab lets you view previous applications and agreements (cancelled applications will not appear). The Agreements tab allows you to modify active agreements and submit requests such as completions and terminations. Apprentices will see an additional Qualifications tab where they can manage their trade qualifications. Both apprentices and sponsors can now submit completion and termination requests directly through the Agreements tab, giving you more control and visibility over your apprenticeship journey.

Through the Portal, users can:

NEW! Submit Apprenticeship Completion Form

NEW! Request revocations and suspensions of current Registered Training Agreements

NEW! Book your exam

Access and digitally sign training agreements

Submit Apprenticeship Applications or apprenticeship programs

Submit Change of Sponsor applications

View certifying exam results

Renew Certificates of Qualification in compulsory trades

Apply for a Trade Equivalency Assessment

Update contact information

Modernizing service delivery remains a central priority for STO, and the Portal is a secure, centralized access point supporting Ontario’s skilled trades workforce. Additional online services will be implemented in phases to create a comprehensive and user-friendly digital platform for all skilled trades and apprenticeship clients, ultimately aiming to instill confidence in the platform’s ongoing development and reliability.

ONTARIO – Following a preliminary, data-driven assessment, 18 low-activity apprenticeship programs are currently under review to determine long-term viability in Ontario’s evolving skilled trades sector.

Skilled Trades Ontario (STO) is undertaking a Program Evaluation Process (PEP) to ensure that apprenticeship programs continue to align with industry and government priorities, as well as STO’s mission to establish leading-edge standards in the skilled trades.

The two-phase Program Evaluation Process (PEP) places these trades under a review for a period of three months. During this time, the trades will remain prescribed, and the corresponding certificates will remain valid, but no new apprentice registrations will be accepted during this period.

Following this three-month evaluation, the Registrar will assign one of three pathways:

Transform the program – this may involve combining trades, changing the scope of practice, reviewing the trade classification, developing a new trade, addressing factors affecting the program’s sustainability, etc.

Designate program as ‘inactive’ – an inactive program no longer accepts apprenticeship registrations or TEA applications. The trade remains prescribed as a trade for the benefit of existing CofQ holders.

Recommend de-prescription – when the final determination is that the trade and program are not ‘viable’, STO makes an official recommendation to the Ministry of Labour, Immigration, Training and Skills Development that the trade should no longer be prescribed as a trade under Building Opportunities in the Skilled Trades Act, 2021, S.O. 2021, c. 28.

If a clear pathway cannot be determined during the evaluation process, the trade will remain under evaluation for a second period, defined by the Registrar, while a determination on the next steps is decided.

Below is a list of apprenticeship programs currently under review:

Skilled Trades Ontario (STO) is taking a major step to strengthen how certifying exams are delivered across the province.

“We’ve heard the feedback loud and clear. Apprentices and employer sponsors told us they want increased capacity and a reliable, streamlined exam experience. And that’s exactly why we’re making this change,” said Candice White, CEO of Skilled Trades Ontario.

A review of the current delivery model confirmed that in-house administration will allow Skilled Trades Ontario to better meet demand, improve booking reliability, and provide a more consistent exam-day experience for apprentices. This includes offering exams at Training Delivery Agents (TDAs), so apprentices can write where they learned.

What’s changing

Starting now:

Apprentices can book any exam taking place on or after February 1, 2026 directly through the STO Portal.

Starting February 1, 2026:

STO becomes the direct administrator of certifying exams, bringing booking, delivery, and exam-day support under one system.

STO will manage identity verification and support for onsite delivery, including at Training Delivery Agents.

Some apprentices may be rebooked to ensure smoother scheduling and consistent service quality. STO is contacting them directly.

Apprentices should continue to follow the instructions in their Authorization to Test Letter (ATTL).

“Under Premier Ford’s leadership, our government is making it easier for apprentices to earn their certifications. By bringing certifying exams in-house and expanding delivery across the province, we’re reducing wait times, improving consistency, and giving apprentices the reliable, convenient exam experience they deserve,” said David Piccini, Minister of Labour, Immigration, Training and Skills Development. “This change will help even more apprentices — including the more than 13,000 youth who registered last year, the highest in a decade — cross the finish line into well-paying, in-demand jobs that are essential to delivering our ambitious infrastructure plan.”

STO’s contract with its former delivery partner will conclude on January 31, 2026. The transition will be coordinated to support continuity for apprentices.

Since taking on responsibility for certification and exam administration in April 2025, STO has responded to more than 120,000 calls and 40,000 emails, administered over 6,000 certifying exams, expanded supports in each region of the province, introduced onsite exam delivery at Training Delivery Agents, and onboarded dedicated Group Account Coordinators to support employers and training partners.

This next step builds on that progress and strengthens STO’s ability to support apprentices as they move toward certification.

Supportive Quotes

“By allowing Red Seal testing in-house for TDA holders, Skilled Trades Ontario is removing a long-standing barrier that once delayed progress for many aspiring tradespeople. This welcomed accommodation will improve the exam’s accessibility, while boosting confidence among participants for stronger results. With a more accessible and supportive path to Red Seal certification, Ontario’s workforce can continue to grow with skill, speed, and resilience.”
– Adam Bridgeman, Carpenters’ Regional Council

“On behalf of the affiliates of the Central Ontario Building Trades (COBT), I would like to congratulate Ms. White and her team at Skilled Trades Ontario. We have witnessed the benefits of writing C of Q exams in our own facilities first-hand and this has been a real game changer for us. We look forward to other TDA’s having the same opportunity. Keep up the great work.”
– James St. John, Central Ontario Building Trades

“Employers want to see apprentices succeed, and a predictable, reliable exam process is essential to that goal. Holding the certifying exam at the end of the final level of in-class training, directly at the Training Delivery Agent’s site, provides apprentices with a familiar and consistent testing environment. This reduces unnecessary stress, supports learner confidence, and allows apprentices to focus on demonstrating their knowledge and skills. We commend Skilled Trades Ontario for taking this step to enhance the clarity and dependability of the exam process across the province.”
– Adam Melnick, Construction Employers Coordinating Council of Ontario

“This improvement will enhance the apprenticeship experience and ensure candidates are set up for success on exam day. HVAC&R Workers of Ontario UA Local 787 supports Skilled Trades Ontario in creating a more coordinated and reliable certification process.”
– Andrew Tarr, HVAC&R Workers of Ontario Local 787

“Bringing certifying exam delivery in-house is a positive step that will provide apprentices with the comfort and consistency they need. IBEW 402 Training and Education Centre welcomes this improvement and looks forward to a more streamlined and reliable scheduling process that helps apprentices progress confidently towards completing their apprenticeships and obtaining their certificate of qualifications.”
– Steve McKeown, IBEW Local 402

“This is a win for apprentices and for Ontario’s workforce. A more predictable and efficient exam process means workers become certified sooner, enter the workforce with confidence, and fill the high-demand jobs our province urgently needs. LIUNA is proud to support changes that respect workers and strengthen training pathways across the skilled trades.”
– Victoria Mancinelli, LiUNA Ontario Provincial District Council

“A consistent and predictable exam process is essential for employers and apprentices alike. MCACO welcomes this move and the increased reliability it will bring to certification pathways across Ontario.”
– Jeff Spitzig, Mechanical Contractors Association of Ontario

“A strong apprenticeship system depends on accessible and timely certification. Bringing certifying exams in-house gives apprentices greater certainty and reduces delays to complete their training and move into the workforce without unnecessary barriers. Merit Ontario welcomes this change and supports Skilled Trades Ontario’s efforts to strengthen the certification process.”
– Mike Gallardo, Merit Ontario

“A streamlined exam system benefits apprentices, employers, and training partners. The Millwright Regional Council supports this transition and sees it as an important investment in Ontario’s skilled trades workforce.”
– Brad Dewey, Millwright Regional Council

“Mohawk College is proud to partner with Skilled Trades Ontario to strengthen the certifying exam experience by offering exams on our campus. Giving apprentices the opportunity to write their exams where they learn supports accessibility and ensures consistency for learners across the province.”
– Paul Armstrong, President, Mohawk College

“A reliable and consistent examination process is vital for the next generation of Operating Engineers. It promotes completions and provides apprentices with a comfortable environment to write their C of Q. This approach will make a difference for apprentices across Ontario. We commend STO for its leadership in strengthening opportunities for apprentices.”
– Rick Kerr, Operating Engineers Training Institute of Ontario (OETIO)

Windsor, ON – Effective today, Skilled Trades Ontario (STO) is expanding on-site certification exam delivery to all Training Delivery Agents (TDAs) that offer a final level of in-class apprenticeship training.

The announcement was made by Skilled Trades Ontario CEO Candice White during remarks at the Provincial Building and Construction Trades Council of Ontario’s 68th Annual Convention in Windsor yesterday.

“This expansion marks another important milestone in our work to modernize and improve Ontario’s apprenticeship system,” said Candice White, CEO of Skilled Trades Ontario. “By bringing exams directly to where apprentices train, we’re removing barriers, reducing wait times, and helping more skilled trades professionals get certified and into the workforce faster.”

This expansion builds on a successful pilot launched under the Ministry of Labour, Immigration, Training and Skills Development (MLITSD), which began with 31 TDA locations across the province. Since assuming responsibility for exam administration on April 2, 2025, Skilled Trades Ontario has broadened on-site delivery to 54 TDA locations.

As of today, the program is being made permanent and will be available to all TDAs who are authorized to provide final level training— over 100 locations across Ontario — ensuring that eligible apprentices can write their final certification exams directly at their training location.

“Skilled trades workers are essential to building Ontario’s future. We’re helping apprentices reach certification faster and with fewer barriers,” said David Piccini, Minister of Labour, Immigration, Training and Skills Development. “This investment gives apprentices more flexibility to get the training they need and delivers more certified workers ready to take on the jobs that keep our economy growing.”

ONTARIO – The Canadian Council of Directors of Apprenticeship (CCDA) is reviewing the Red Seal status for the following trades due to low participation levels across the country:

Appliance Service Technician

Tilesetter (in Ontario known as Terrazzo, Tile and Marble Setter)

Heavy Equipment Operator – Dozer

Heavy Equipment Operator – Excavator

Heavy Equipment Operator – Tractor Loader Backhoe

These trades were selected based on the CCDA’s criteria for the review of a Red Seal trade’s status. Currently, apprenticeship registrations in these trades remain low across Canada. The CCDA, industry and apprenticeship authorities will work together to understand these trends and to explore ways to increase the number of apprentices pursuing their Red Seal endorsement. Decisions on further steps will only be made after industry stakeholders have demonstrated increased usage or if there is no change.

This review does not impact trade prescription in Ontario. Apprentices in Ontario can still register, complete their training, and write certification exams. During the review period, individuals who successfully complete their certifying exam will still receive a Red Seal Endorsement on their Certificate of Qualification.

To maintain Red Seal designation, a trade must meet the following national standards:

Five or more provinces or territories must offer apprenticeship in the trade

500 registered apprentices across all P/Ts for five consecutive years.

300 Red Seal exams written annually across all P/Ts for five years.

There must be industry support for the Red Seal trade designation with a significant number of common tasks in each jurisdiction.

During the two-year review period:

STO will submit status updates to the CCDA every six months.

National collaboration with industry will focus on increasing participation in the Red Seal program.

Development of new Red Seal standards and examinations will be paused.

Skilled Trades Ontario will continue to work with industry and engage in national discussions. Any decisions at the national level will not change Ontario’s ability to register apprentices or certify workers in these trades.

“Ontario is fortunate to have many outstanding tradespeople who elevate the industry through their expertise and commitment,” said Melissa Young, STO’s Registrar and CEO. “These awards will provide an opportunity for colleagues and mentors to recognize champions of the trades.”

The lists outline new standards for Ontario’s skilled trades that have been developed since the agency’s launch.
